Jamie Broder chairs the firm’s Energy, Utilities and Telecommunications Practice Area.

As staff director of the U.S. House of Representatives Republican Task Force on Aging in the late 1970's, Jamie drafted the revised HUD Section 202 program (Housing for the Elderly) and shepherded it through the Congress. In private practice since 1975, he has focused his practice on development, mergers and acquisitions in the energy, and health care industry. He serves as general counsel to the Neptune Regional Transmission System, and as counsel to several LNG terminal proposals in Maine.

Jamie coordinated the senior citizens effort in former Connecticut Congressman Robert H. Steele’s gubernatorial campaign in 1974 and performed similar functions for the late U.S. Senator H. John Heinz of Pennsylvania. He served as finance chair of the Angus King for Governor 1994 and 1998 campaigns, and in 1994 took a leave of absence from Curtis Thaxter to serve as Deputy Director of Governor King’s Transition Team.

Prior to attending law school, Jamie served in the Navy for four years.

Representative Matters
  • General Counsel to Neptune Regional Transmission System, LLC, developer and operator of a $750 million high voltage merchant transmission line connecting New Jersey and Long island with a 67 mile subsea cable.
  • Counsel to Hudson Transmission Partners, LLC, developer of a high voltage transmission direct current transmission line connecting Northern New Jersey with Manhattan across the Hudson River.
  • Counsel to developer of Greenline, a 125 mile subsea high voltage cable between Maine and Boston, MA.
All three of these projects include corporate finance, permitting, FERC work, construction contract and public contract law, and state and regional utility regulatory work.
  • Counsel to Sandy River Health System, Maine’s largest long term care provider. Representation primarily includes permitting development, financing and acquisition of assisted living and long term care facilities throughout Maine
  • Counsel to many long term care providers, community mental health providers and higher education institutions in pooled tax exempt bond issues through Maine’s Health and Higher Educational Facilities Authority (MHHEFA). Jamie is a former Trustee of MHHEFA.
  • General Counsel to a national non-profit organization, and special counsel to other such organizations in over 75 projects providing housing for low income elderly people utilizing United States Department of Housing and Urban Development (HUD) direct loan and insured financing, tax- exempt bonds and tax credits.
  • Counsel to Gulf of Maine Ocean Observing System, a non-profit scientific research organization that monitors and reports sea state data. Representation includes corporate, intellectual property and contract matters.
Community Service

Jamie was recognized for his community work in 1986 by Portland’s Jewish Federation with its Young Leadership Award. During his three year term as president of the Cedars, Portland’s Jewish Home for the Aged, the home relocated to a new campus and constructed a new state-of-the-art 102 bed facility using HUD mortgage insurance and state tax exempt bonds. The Cedars raised over $4.5 million in its capital and endowment campaign for that project. He later chaired the development of the Atrium, a 62-unit residential development on the Cedars Campus. Jamie is a Lieutenant Colonel in the Civil Air Patrol, the U.S. Air Force Auxiliary, where he serves as the Maine Wing Government Affairs Officer.
