“Cito” Selinger practices in real estate, commercial and corporate law, with an emphasis on affordable housing and community redevelopment. Cito maintains an active commercial lending practice and is one of two lawyers in Maine who conduct closings for Certified Development Companies under the Small Business Administration’s “504” loan program. His real estate practice includes all aspects of the development and financing process, including transactional structuring, analysis of complex titles, negotiation of financing and syndication packages and appearance before local and state regulatory bodies. His work for non-profit organizations includes strategic counsel, corporate reorganizations, mergers and acquisitions, joint ventures and dealing with exempt organization issues.
In his affordable housing and community development practice, Cito handles developments of all sizes, representing developers, lenders or investors, and is lead counsel to developers of multimillion dollar projects using financing vehicles such as the low income housing tax credit, historic tax credit and New Markets tax credit. He advises and works with clients throughout the entire development process, from site selection through local and state permitting to acquisition, construction, financing and operations.
Prior to joining the firm, Cito worked at another large firm in Portland and served as law clerk to former Chief Justice Daniel E. Wathen and the late Justice David A. Nichols of the Maine Supreme Judicial Court.
Representative Matters
Cito’s community activities generally relate to housing and social services. He is Curtis Thaxter’s representative to the Maine Affordable Housing Coalition and is a former Chair and current Secretary-Treasurer. He is a member of the Theta class of the Institute for Civic Leadership and continues to be active with that organization as a frequent presenter in training programs. He was recently elected President of the Board of Directors of Preble Street, and received that organization's "Board Member of the Year" award in 2007. In 2003, Cito received the Hope Award from Shalom House, in recognition of his community service in affordable housing for mental health consumers. Cito also serves as a Trustee of the Freeport Historical Society and is a director of the Maine Real Estate Development Association.

Representative Matters
- Lead counsel in the acquisition and redevelopment of the former Hathaway Shirt factory in Waterville, Maine, a $35 million project financed with New Market tax credits and federal and state historic tax credits.
- Lead counsel in one of the first pooled bond refinancings of HUD 202 projects in the United States, using a combination of taxable and tax-exempt bonds.
- Lead counsel to the developer of the former Maine Youth Center in South Portland, Maine, which was converted to a multi-use development that includes offices and affordable housing in new and historic buildings.
- Served as special counsel to the owner of a commercial building in New Hampshire in an acquisition that combined New Market tax credits, historic tax credits and a master lease pass-through vehicle.
- Represented Maine’s largest nonprofit developer of affordable housing in connection with its acquisition, financing and development of a 60 unit affordable rental housing project in Portland that involved a combination of low income housing tax credits, FedHome subsidies from the State and City of Portland, and Federal Home Loan Bank Affordable Housing Program direct subsidy and subsidized advances.
